The application does not recognise and therefore does not take into account the intrinsic beauty of the locality’s countryside. If permitted, it would be harmful to the rural sense of place because residential estate development outside the defined built-up area of West Chiltington Common will inevitably and irrevocably change the character and appearance of the countryside, simply by extending the spread of built development, and this in itself would be harmful to the rural sense of place.

A previous and similar application to develop the site (DC/14/2248) was refused by Horsham District Council in March 2015.

The proposed site is not identified for development in the evolving West Chiltington Parish Neighbourhood Plan and is located within ‘the green space between the Common and the Village’, which Objective 10 of the Plan wishes to maintain as an open space.

The site has limited accessibility to sustainable modes of transport and residents in the proposed development would therefore be car dependent. As is explained by Horsham District Council in its grounds for refusing the previous application to develop the site (DC/14/2248), which apply equally to this latest application.

Over 200 local residents objected to the previous application – which has now been logged as an Appeal APP/Z3825/W/15/3022944.

Appeal additional comments must be submitted – 3 copies within 5 weeks of the starting date, by 13 August 2015.
